Jason Stouffer

Stouffer, PMP, is a highly accomplished construction and environmental executive with more than 30 years of leadership experience delivering complex federal, municipal, commercial, and environmental projects.


As President of Stouffer General Contractors, LLC since its founding in 2015, he provides strategic oversight for operations, profitability, and growth across a wide range of initiatives, including building construction, demolition, site remediation, infrastructure development, and environmental restoration. Under his direction, the firm consistently achieves excellence in safety, quality, schedule adherence, and financial outcomes while cultivating strong client partnerships and expanding business opportunities.

Previously, Jason led construction divisions focused on profitability and operational efficiency. Since 2009, he has also served as a trusted construction consultant, offering expertise in program management, cost control, performance metrics, wind farm development, disaster recovery, and civil engineering. His career includes key roles supporting U.S. Army Corps of Engineers projects, notably in major disaster response efforts such as Hurricane Katrina recovery and World Trade Center debris management.

His portfolio features high-impact projects in disaster response (involving 14 hurricanes, including Katrina, Ike, and Gustav), renewable energy, civil and site development, land clearing, ecosystem restoration, and large-scale infrastructure expansions. These initiatives, with budgets reaching up to $1 billion, have served prominent clients including the U.S. Army Corps of Engineers, Department of Energy, Department of the Interior, GSA, various state and local governments, and private-sector organizations.

Jason holds a Bachelor of Science from the University of Tennessee (1995) and a Master's degree from Villanova University (2011). He is a licensed General Contractor in multiple states and classifications, encompassing building, heavy construction, and hazardous waste removal. His certifications include HAZWOPER, OSHA, crane safety, and others.


A dedicated professional, Jason is an active member of the Project Management Institute (PMI), International Code Council, American Wind Energy Association, Associated General Contractors of America, and additional industry organizations. Renowned for his innovative thinking, strong communication skills, and proven ability to deliver results, he has earned consistent recognition from clients, agencies, and peers throughout his career.
